The wielder of this artifact grants the Courageous trait to all civilian units; additionally, they may engage without having to attack.
During a battle, the wielder may spend five charges to cause all their civilian units to regain all missing morale, along with gain +1 Speed and Damage for the rest of the round. After this ends, all affected units lose their next turn. This cannot be used during the last official round of a battle.
Gain a charge when a civilian unit kills a unit.
